		<description>I guess its the usual case with those sort of back lanes that they're owned by the freeholders of the houses they serve, in other words private property and its absolutely set in stone that local councils "cant spend public money on private property". Subject to one or two minor exceptions and fly-tipping isn't one of them.</description>

		<description>It's interesting that Sutton successfully used Planning Enforcement to get this removed. As a local councillor (in Haringey) I'm not against anyone running a responsible recycling business. But I do object to the exploitation of people's charitable impulses.
